The Pakistan–Kuwait Tech Conference 2025, scheduled for 29–30 September in Kuwait, is a strategic initiative to foster bilateral cooperation in the technology and digital services sectors. Designed to deepen collaboration between Pakistan and Kuwait’s government bodies, public institutions, and private tech enterprises, the event will enable G2G, B2B, and B2G interactions through focused sessions, networking, and dialogue. Spearheaded by the Pakistan Software Export Board (PSEB) and hosted in Kuwait, the conference is being delivered in partnership with the Digital Cooperation Organization (DCO), which will serve as the strategic enabler for high-level engagement and impact.

Kuwait’s Evolving Tech Market

Kuwait’s digital economy is undergoing a major transformation, with growing demand for enterprise software, fintech, e-government platforms, healthtech, smart infrastructure solutions, cybersecurity, and AI-based services. As part of Kuwait Vision 2035, the government is focused on creating a knowledge-based, innovation-driven economy by investing in digital infrastructure, smart governance, and private sector-led tech growth. The IT market alone is projected to reach over USD 2.7 billion by 2026, driven by increased public-private collaboration and the need for high-quality outsourced services and platforms.

In a landmark development, Kuwait reopened visa issuance for Pakistani citizens after nearly 19 years, opening a fresh chapter of access and opportunity. This moment presents an ideal window for Pakistani IT and tech companies to explore long-term business partnerships, investment prospects, and service export potential in the Kuwaiti market.

DCO: Powering Digital Collaboration

The Digital Cooperation Organization (DCO) will serve as the central partner for this initiative, facilitating high-level coordination between the Government of Pakistan and the Government of Kuwait. As a multilateral body fostering digital cooperation, DCO will convene senior government officials, regulatory bodies, and private sector leaders from both countries—creating an enabling environment for cross-border dialogue, policy alignment, and long-term cooperation. With DCO’s support, the event will go beyond company showcases—laying the groundwork for sustained bilateral collaboration, aligned with DCO’s mission to accelerate inclusive digital transformation across member states.

Expression of Interest (EOI)

PSEB invites expressions of interest from qualified Pakistani IT and tech companies that seek to explore commercial and strategic opportunities in the growing Kuwaiti market. The conference aims to provide a platform for visibility, learning, and potential engagement with public and private stakeholders from Kuwait.
