Pakistan Software Export Board (PSEB) invites its member companies to submit Expressions of Interest (EOIs) for investment-ready projects in the Information Technology (IT) and Semiconductor sectors.
These submissions will contribute to Pakistan’s project portfolio for engagement with the Philippines, which has expressed strong interest in exploring cooperation in IT, digital innovation, and semiconductor technology.
Background – Pakistan–Philippines Cooperation
- The Philippines welcomed collaboration in IT services, digital technologies, and semiconductor-related technology transfer.
- Both sides highlighted the need for practical, clearly defined, and investment-ready proposals to advance bilateral cooperation.
- Global shifts in the semiconductor industry have created new opportunities for joint ventures, training programs, co-design initiatives, and supply-chain integration.
- To respond effectively, Pakistan aims to compile a credible and realistic project pipeline representing its IT and semiconductor capabilities.
Purpose of this EOI
This EOI aims to:
- Identify scalable, investment-ready projects from the Pakistani tech industry.
- Prepare a refined national project portfolio for engagement with the Philippines.
- Promote technology transfer, research collaboration, and joint-venture partnerships.
- Position Pakistan as a strong player in regional digital and semiconductor value chains.

1. Information Technology (IT) PSEB seeks projects in:
- Artificial Intelligence, machine learning & automation
- Cybersecurity products and services
- Cloud, DevOps & digital infrastructure
- SaaS and enterprise software solutions
- Fintech, healthtech, edtech, and govtech
- Export-ready digital products and platforms
- IT training modules for foreign professionals
- Joint-venture and partnership-based IT initiatives
- Semiconductor SectorAligned with Philippine interest in semiconductor cooperation, PSEB invites proposals in:
- Fabless semiconductor design
- IC/Chip design & testing solutions
- IP design, verification & validation
- EDA tool-based design centers
- Semiconductor training and certification programs
- Bilateral R&D collaboration proposals
- Supply-chain support and semiconductor services
